Democracia, motín y función policial (Tema Central)

Abstract

En este artículo se tratará de determinar si la historia que se vivió en el Ecuador el 30 de septiembre de 2010 puede considerarse como “motín”, “un intento de golpe de Estado” o una “propuesta laboral”. Por otro lado se habla sobre la democracia, referida a la participación activa del ciudadano, como también de las instituciones públicas y privadas que deben encontrarse en estricto apego a los derechos fundamentales. En virtud de la antes mencionada democracia, se consigue el “orden público”, en el que la función policial es de gran importancia, debido a que ella tiene la misión de buscar las condiciones necesarias para el ejercicio de los derechos.

The purpose of the article is to determine if the events occurred in Ecuador on September 30, 2010, may be considered as a “riot”, an “attempt of coup d’état” or as a “labor claim”. The article analyzes democracy, referred as the active participation of citizens as well as of both public and private institutions, in strict observance of the fundamental rights. It concludes that public order is achieved as consequence of the above mentioned democracy, and in this context it deduces that the function of police institutions is of great importance, as they have the mission of attaining the necessary conditions for the full exercise of civil rights.
