dc.descriptionThe objective of this study is to identify the most appropriate standard for the Strategic Planning of Information Technology (PETI, as per its Spanish acronym) by studying the ICT units in charge of coordinating and controlling the creation and implementation thereof in accordance with the Institutional Strategic Plan to comply with the National Plan of Electronic Government and the government policies and objectives starting from a review of the processes of the General Coordination of Technologies of Information of the Ministry of Foreign Affairs and Human Mobility. The methodology used was a descriptive, quantitative and analytical analysis based on a survey as main source; a documentary analysis of best practices in the region and review of secondary sources for available standards for planning of information technology. The results showed that the most appropriate technical standard for the creation of PETI for the institution under study is model IT4+, as it aligns with the strategic objectives and mission objectives of the entity.es_ES
dc.description.abstractEl objetivo de este trabajo es identificar el estándar de Planeación Estratégica de Tecnología de Información (PETI) más idóneo para la gestión pública, analizando las unidades de TIC que tienen la responsabilidad de coordinar y controlar la elaboración y ejecución, alineado al Plan Estratégico Institucional, para el cumplimiento del Plan Nacional de Gobierno Electrónico y las políticas y objetivos gubernamentales, a partir de una revisión de los procesos de la Coordinación General de Tecnologías la Información del Ministerio de Relaciones Exteriores y Movilidad Humana. La metodología empleada fue un análisis descriptivo, cuantitativo y analítico basado en una encuesta como fuente primaria; un análisis documental de las mejores prácticas de la región y la revisión de fuentes secundarias de los estándares disponibles para la planeación de las tecnologías de información. Los resultados evidencian que la norma técnica más favorable para la elaboración del PETI para la institución investigada es el modelo IT4+, que se alinea a los objetivos estratégicos y misionales de la entidad.es_ES
