| dc.description | This article is a first approach to examining the state’s administrative apparatus during the five terms of office of President Velasco-Ibarra. It claims that, throughout these administrations, management of the state was viewed as another sector whereby President Velasco-Ibarra could secure a larger number of supporters. The study blends theoretical arguments with testimonies from first-hand sources that highlight Velasco-Ibarra’s concept of bureaucracy and its ties with government officials, on the basis of which it is possible to examine how the balance of power between the President and civil servants played out. | en_US |
| dc.description.abstract | Este artículo es una primera aproximación al estudio del aparato administrativo estatal durante los cinco gobiernos velasquistas. Plantea que, durante todos estos regímenes, la administración estatal fue vista como otro sector del que Velasco Ibarra podía obtener más seguidores. El estudio combina argumentos teóricos con testimonios de las fuentes primarias que muestran la concepción velasquista de la burocracia y sus vínculos con los funcionarios en los que se analiza cómo se ejercían las relaciones de poder entre el presidente y los empleados públicos. | en_US |
